Let us begin with a question: should a wrongdoer, who kills or seriously injures someone, know in advance how much it will cost to kill or seriously injure that person? In other words, should society place an artificial value on negligent, intentional, or reckless behaviors so that a wrongdoer can calculate, in advance, how much it will cost?

Ballot Issue 1 seeks to do just that.
